Patch 14236129:R12.AP.B - Failed to Generate QOTCMLIB.pll

Installed p14236129_R12.AP.B to resolve error when matching project related PO

APP-SQLAP-10000 ORA-01403: no data found occurred in
AP_Matching_Utils_Pkg.ls_Proj_Exp_Item_Date_Valid <-
with parameters (p_line_location_id = ..., l_po_distribution_id = ...)
while performing the following operations:

Validating El date on PO distributions: ...

When the DBA was installing the patch they received the error below:
