INS-40913 error - RAC 11.2.0.3 Installation on Windows 2008 R2

We are installing 11.2.0.3 RAC on Windows 2008 R2 X64

We are logged on as user "oracle" which is a DOMAIN user and is a member of local admin group on both nodes

We ran cluvfy  stage -pre crsint -n <node1>,<node2> and it was successful ... see below
