Oracle Apps not working after upgrade by following 285218.1, 125767.1 and 290807.1

Hi,

We have followed the documents 285218.1, 125767.1 and 290807.1 to use Oracle apps with Windows 7 and IE9. But when we open the applications we are getting the page "IMPORTANT:Do not close this window " alone

Please let us know how to resolve this
