Patch 13821160:R12.AP.B Cannot be Downloaded

Hi,

Can not find post installation step for patch 14712606 -- patch 13821160:R12.AP.B

Post installation step for patch 14712606 is:
"Follow metalink note 1450194.1".
Per this note we should apply patch Patch 13821160:R12.AP.B and perform:
ap_assets_add_sel.sql and ap_assets_add_fix.sql

1) Can not find Patch 13821160:R12.AP.B in Metalink. Does this patch exist? Can you provide it to us?
2) Or we just need to run scripts ap_assets_add_sel.sql and ap_assets_add_fix.sql -- that is post step? This sql scripts can be downloaded from 1450194.1 MOS note.

Please, clarify our further steps after applying
