Workflow Trigger when a Lead/Fullfillment goes into a "Submitted: status

Hello CRM wizards!

I'm looking for help to create a workflow in CRM OD for the following event:

Workflow Rule:  When a Lead/Fullfillment goes into a "Submitted" status, I want a trigger to notify a particular Sales Director in the business.

Some background.  On our Lead/Fullfillment page layout we have a field called "Fullfillment Status" that contains a picklist. One of the values in the picklist is "Submitted".

Is is possible when a user selects "Submitted" and saves the Lead/Fullfillment a notification is triggered to the Sales Director? If so, how would this workflow be created or what would the workflow rule be as I'm not sure how to create a workflow to trigger against a particular value in a field.
