Not able to create credit memo transaction

Trying to apply a credit memo against an invoice transactiion. Not able to create regular credit memo transaction: Getting the below error: APP-AR-11089: You cannot increase the balance of this transaction.

We are using 11.5.10.2 version

Any help is appreciated.
