Service provider constraint on order not respected when multiple itineraries are valid (one is multi

Hi, before logging this as a bug, I would like ot validate with you that the expected behavior is correct.

Order 1 to customer 1 in postal code X with a constraint SP profile for carrier ABC which is a kitchen specialist network.

 

Order 2 to customer 2 in postal code X with no SP constraint.

 

Both orders have an itinerary profile constraint added by workflow containing a multistop ititerary valid for entire country 'normal case' as well as a mulit leg itinerary  using a cross dock for the special kitchen network (with carrier ABC Rate offering on both legs of that itinerary). Carrier ABC's rate has a rate quality so that it is never preferred over normal carrier EFG when running normal orders without constraints.
