Cannot Upload file to Metalink SR.

Cannot upload file to SR. System shows

Error 403--Forbidden
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:

Internet Explorer browser, Tools > Internet Options > Security tab
Already set “Include local directory path when uploading files to the server” to Enable.

Still doesn't work.

Please advice.
