Can we have Approval for the User Defination ??

 Hi ALL, It is our cleint seeded requirement that when ever we need to enter the new User so there must have some Approval who gave the Approval to the new User ?? so kindly let me know is it possible ?? either from the seeded functionality or from the AME ?
