Can User sends the Request for the addition of Menu, Request, Concurrent Programme and notification

 Hi ALL, is it possible that a user can request to higher for the addition of the menus, Request Group, Concurrent Programme based on his / her need and therefore in this manner so that the notification route accordingly to specific authorities and thereafter they give their corresponding approval ??
