HOW to RUN REPORTS from COMMAND LINE in FORMS 11g R2 on WINDOWS PLATFORM

HOW to RUN REPORTS from COMMAND LINE  in FORMS 11g R2 on WINDOWS PLATFORM ??
I have been trying to run reports from command line using the following command :

rwclient server=11greports report=D:/Hydroline11g/R_dely_note.rdf userid=hydro/hydro@iba desformat=pdf DESTYPE=cache

for THIS I GET the following error

REP-0178: REPORTS SERVER [SERVER_NAME] CANNOT ESTABLISH CONNECTION .

please suggest me HOW to RUN REPORTS from COMMAND LINE  in FORMS 11g R2 on WINDOWS PLATFORM ??
