R07200 not processing F06116 records

We are converting from E8.0 to E9.1.  When running a payroll cycle with converted data, the R07200 fails to pull in converted time records.  These records were processed via the z-file process and the lablor has been posted to the GL.  This process occured on the E8.0 box.  The environment was then converted and we are trying to executed a converted payroll id against this data.  No records get pulled from the F06116.   The F060116 does get locked to the payroll id and if you key new time in (on the 9.1 box) those records process correctly.

Question:  Am I missing someting on the conversion from 8.0 to 9.1?  I know that many new fields were added to the F06116, do any of these have to be populated in order for them to be processed iin 9.1?   Are there any new tagalong tables against the the F06116?   Any ideas.   Error logs say everything completed normally and everthing works fine as long as I key new time for the same employees that supposedly have converted time.
