PAY: Can an element be set up as Once Each Period unless there are arrears?

We need to be able to withhold a pretax or after tax deduction once each pay period since we have supplemental runs processed on the same pay periods.  However, if there were no hours on the regular run resulting in arrears, then a manual or supplemental run on the same pay period, we want the arrears to be withheld.  In my testing, I am finding that nothing is withheld if a zero payroll run has been processed.  If I remove the Once Each Period flag, the arrears will be withheld, but anyone that had the element deduction will have it
