WBS changing when imported

I am having an issue with the WBS changing when importing and exporting files.  Below are the step that are followed:

  1. The project is exported and converted from v7 to v6
  2. The contractor imports the v6 project
  3. The WBS is reviewed and verified
  4. Updates are entered, the project scheduled
  5. The project is exported (v6)
  6. I import the v6 project

Issue:  When the project is imported from the v6 to the v7 database, the WBS STRUCTURE is changed.  The contractor is not modifying the WBS structure, only entering updates and returning the file.

Why and How is the WBS being changed?
