Unable to delete journals from Oracle General Ledger "Post Journals" form (R12.1.3)

In R12.1.3 Oracle General Ledger "Post Journals" form the Red X icon is greyed-out and not available for deleting a journal batch; also not available for deleting after clicking the Review Batch from this form or Journals button from the Batch window.

I found documentation (How To Delete a Journal that Shows in Post Form but not in Journal Entry Form? [ID 454338.1]) that states:

To delete it you can :
In the Post Journals form query and click the line with that batch.Click the button Review Batch to open a window with the Batch header data.Delete the Batch using the Red X icon in the toolbar
