SQL Plus client Windows GUI

Hi Gurus

Am frustrated and angry well you guys must get this quite a bit. I have been swinging pitches in the dirt here trying to get the right download for windows based GUI SQL Plus client. I have tired downloading the instant client and after extraction am not getting the right files and folders, needless to say there is not setup.exe to ran. This website http://docs.oracle.com/cd/B19306_01/server.102/b14357/ch1.htm#sthref106 has a sub section called Windows Graphic userinterphase....gurus how do I get this download for my people. The dos screen is too intimedating for these guys. I need your help and am tired.
