Change buyer cost factor after receiving quotes (Oracle Sourcing)

Hi,

In Oracle Sourcing (R12.1.3) Is -it possible to change buyer cost factor after receiving suppliers quotes ? 

In my client case, generaly suppliers quote cost factors globaly (don't allocate them to  lines) the buyer want to have the possibility to allocate them using "buyer cost factor". but he can't do it before receiving suppliers quotes ! 

Please Help.
