Need proper instructions on how to apply patch 14158258 (Compounding Tax Calculation is not working

Our DBA is not able to apply the patch 14158258. The patch instructions say to Apply this patch in pre-install mode (adpatch preinstall=y) . When we do that , it does not run the driver (u14158258.drv). We need proper instructions on how to apply this patch.
