Planned Orders released from ASCP Planners workbench not creating Purchase order for some users

Hi !

We have a approved global blanket agreement with ITEM A.

We are releasing planned order for ITEM A from ASCP workbench.

Purchase requistion is being created.

For some users, the next step, purchase order is not creating automatically. Interestingly, approved PO is being created for some users.

I have checked workflow attributes and looks all good.

Any idea, why PO is not created for some users.
