OEM12c (12.1.0.2) with performance patches, console performance is slow

We have slow performance issue on OEM12c (12.1.0.2) console affecting go-live. Sev 1 SR is open since 2 months but not helping. 

Trace shows issue with "SELECT * FROM EM_TGTNAV_OPEN_SEARCH_XML" while this SQL runs fast on DB, OMS processing is slow and don't know what's happening there.

Any thoughts.
