Is Oracle Application Development Framework (ADF) required for OSM?

The Oracle WebLogic Server software must be installed with the Oracle Application Development Framework (ADF).
For development environments, you can install Oracle JDeveloper, which contains both the WebLogic Server software and ADF.
For production environments, Oracle recommends that you install the WebLogic Server software and ADF software individually.
