Fusion Middleware 11g - NodeManager

Weblogic Server (10.3.6) that we use for Oracle Fusion Middleware (11.1.1.6) provides for a $WL_HOME/server/bin/startNodeManager.sh script.
I am just intrigued why does Weblogic Server not provide an equivalent stopNodeManager.sh script ? I am having particular problems controlling the NodeManagers using Veritas (VCS) weblogic agent in that the agent tries to do a "kill -9" on the nodemanager processes in the absence of a stop script, leading to all nodemanagers running on the server being shutdown (regardless of the installation, ie. if I try to shutdown nodemanager for installation A, it terminates the installation for installation B as well).
