R12.1.1 : Is it safe to apply patch 10050696:R12.FND.B

Hi,
We need  to apply patch 10050696:R12.FND.B like recommended in accounting notes below:

SWEEP returns ORA-01403: No Data Found. FRM-40735: WHEN BUTTON-PRESSED trigger raised unhandled exception ORA-04062. (Doc ID 1266689.1)
Cannot Close AP Period. The Sweep Transaction Returned Error. (Doc ID 1524086.1)

2)  it is safe to apply it in test as the patch readme says : -

the latest released ATG Family Packs and/or ATG PF Consolidated Updates (CU),
