Release 12.1.3 Dual Unit of Measure question

Testing MDM Item master found new functionality for dual unit of measure in mdm.   Appears now in R12 this is supported by some but not all discrete modules?   We can transact inventory for example and monitor results in either uom but we cannot add items with dual uom to the bill of materials.  Is there a definitive document describing this functionality particularly for discrete mfg modules?  Preliminary searches bring back conflicting info.
