How to process the cancelled jobs - OSP

Hi,
Job having 4 operations 4 operations are OSP( Charge type is "PO MOVE") operations during 3rd operation the WIP Mass load program updated the status to Cancelled. Now user is trying to releases, system is again creating new requisition for 1st operation instead of 3rd.
