How do you upgrade from SEA 8.1.1.4 to SIA (pref 8.1.1.9)

I'm struggling to get a clear, definitive understanding of what I need to do to go from 8.1.1.4 SEA to preferably 8.1.1.9 SIA

Having read the various recommended documents I thought it was patch to 8.1.1.9 and the do a DB upgrade. However having read various on here I'm not so clear.

I now think I have to install new 8.1.1 OUI base and 8.1.1.9 OUI FP products and then do a DB Upgrade

One thing being useful would be knowledge of any future development by Oracle/Siebel that may make this process easier/cheaper. ie a later version of SEA that can be patched to SIA etc etc
