FRM-91500 with R12 and Xvfb on RHEL6

I'm doing my first install of E-Business Suite 12.1 on RHEL6 x86_64, my initial install has worked and I'm doing tech stack patches per "Upgrading OracleAS 10g Forms and Reports in Oracle E-Business Suite Release 12 [ID 437878.1]"
I've got a problem at step 4.5.2 where I'm instructed to verify forms version with the command:
$ORACLE_HOME/bin/frmcmp help=y
I'm getting "FRM-91500: Unable to start/complete the build."
There is an X display available:
root 1969 1 0 Jan28 ? 00:00:00 /usr/bin/Xvfb :2 -nolisten tcp -shmem
My environment has:
DISPLAY=:2
NLS_LANG=American_America.AL32UTF8
ORACLE_TERM=vt220
TERM=vt220
xdpyinfo and xclock run, and if I simply change the DISPLAY variable to point to Exceed on my workstation the error goes away so there must be some issue with the server side display, but I can't find it. I've also tried running up another Xvfb without the "-nolisten tcp" without success.
