Pay resource based on 90 % achievement for at least 3 products out of 4

Hi,

 I have a requirement wherein there are 4 products based on volume achievement of each we need to compensate the resource. But  there is a condition that he should achieve 90% in at least 3 products to get compensated.

How should we build the compensation plan to achieve the above scenario?
