Is the Advanced Security Option required to use orapki to change a wallet (Secure External Password

We require all passwords to be changed periodically.  This includes the password for the wallet (Secure External Password Store).  The only means I have found of changing this password is to use orapki with "change_pwd".  We also need to use orapki to create the wallet with "auto_login_local" to prevent the wallet's use if copied to another server.

I need confirmation that we may do all of the above without purchasing the Advanced Security Option.
