E-Business Suite hotpatch doesn't take effect until restart
R 12.1.3
I have applied patch 13398732 to 2 E-Business Instances and
1 required an apps restart to take effect and the other didn't.
I tried clearing the cache and that did not resolve the issue.
Is there something else that I can look at when the patch doesn't
seem to work without a restart? Note that this is not the only
hotpatch that I have seen this issue with. I am just not sure why
each instance behaves so differently when they are clones of the same source.
