Canada - HST Uptake in Prince Edward Island

We have upgraded from 11.5.10 to 12.1.3 about a year ago. Since then, we have been using a migrated tax structure. With the upcoming changes to the Canada tax in the province of Prince Edward Island (PEI) effective April 1,2013, we have to setup these new taxes ASAP.

I understand that the tax codes and tax groups migrated over to R12 as tax classification codes. For Tax Groups, direct rate rule has additional formulas that are used to determine when each of the underlying tax rates apply. I read, however, that one of the upgrade setup restrictions is creating new tax rules and cannot setup new tax groups in R12.
