Running R31802A following SuperBackflush; Only getting IH transactions

After SuperBackflushing, I run Run R31802A in 9.1 Standalone.  Only IH transactions are produced.  I can see the WO Completion and parts issues.No application user error messages.  Suggestions on where to look?
