Upgrading EBS 12.1.1 to latest release

Dear All,
im Currently running EBS r12.1.1 planing to upgrade the system to latest release, have following queries.

1.Which is the best option for me is it, R 12.1.2 or R12.1.3 or any other.

2.please specify related documents regarding upgrades.
