Adding Custom Attribute in FCM

I am working on OFMA and am hoping to create a TEXT custom attribute where my user (just one person) can enter commentary for the milestone/parent tasks.  that way, i can display those in the OFMA dashboards.  i ran into a few questions/issues-1. In PROD (PSU300), i am able to add the custom attribute and enter text to the value box.  However, when trying to save, i was prompted with a "Clear Answers" message.  See below screenshot...what does this mean?
