Internet Expenses Audit Manager Error - You cannot shortpay all the lines in an expense report. You

HI everyone,

I am new to the Internet Expenses audit Manager and keep getting an error when i try to shortpay a 1-Line expense.

Error: You cannot shortpay all the lines in an expense report. You can either reject the expense report or request more information.

When i shortpay a Line on a 2 or more line expense and choose an audit issue it lets me do it. Any thoughts why and how to enable shortpaying for 1-line reports would be much appritiated.
