paltformpack install on iseries 6.1 OS

hi 

i have installed the patform pack 9.1  on iseries . with successfuil install message .   i found that  the XML  repository  package specs table (F98XXPS910FA) are missing  from the central object library .

my concern when i create  the upgrade plan for pristine ENV  .  it will fail on package workbench .


any help on how to create those tables before running the plan for pristine .
