Deleting a Template File

Hello,
 
I tried to modify an existing Data Definition for the seeded Oracle Contract Terms Template layout. I downloaded the associated data definition file (Contract Terms Template), changed the name, and applied modifications. When I uploaded the new file, it moved the original seeded file down to the Translatable Template region and it prevents me from deleting the file I uploaded.  See attached file. 

Does anyone know if there is a profile option or how I can delete the file I uploaded? It does not provide any information about how to do this in the IG / UG. The guide only says how to create a new layout template.
