Sending XML via HTTP to External Web Application

I am attempting to send an XML document to an external application using EAI HTTP Transport.  I have attached the workflow and xml (I changed extension from XML to LOG so I could upload them here).  The external applicatoin has been changed to echo back what it receives so you can test this if you'd like.  The results I get back contains spaces or periods or something between each letter.  (i.e. <.?.x.m.l. .v.e.r.s.i.o.n.=.".1...0.". .e.n.c.o.d.i.n.g.=.".U.T.F.-.8.".?.>.<.?.S.i.e.b.e.l.-.P.r.o.p.e.r.t.y.-.S.e.t. .E.s.c)
