adutlrcmp.pls - UTL_RECOMP.RECOMP_PARALLEL hanging

Apps 11.5.10.2

Custoemr in the middle of applying CPU patch (14782698) E-Business Suite 11.5.10.2 and it is failing with following message:

File in patch is not a known Oracle Applications file:

'pay html pyshpslp.jsp'

So, having them apply patches 3500000 and 6699770. 

I applied Family pack K (3500000) successfully and I am working on applying the patch# 6699770.  It seems patch is applied, however the compilation of objects is hanging at the following step:

sqlplus -s APPS/***** @/data/d01/oracle/ctl1appl/ad/11.5.0/admin/sql/adutlrcmp.pls APPLSYS ***** APPS ***** ***** 10  0 NONE FALSE

I ran the compilation from adadmin and it is behaving same.  Compilation is hanging.  I see 649 INVALID objects and most of them are public synonyms.
