How to use the DB server's CPU and RAM to the fullest?

This is probably a vague question to which there's no straightforward answer. In fact it's more a concern from my boss than from me.
Anyway, here is the question, is there a way to make the most of the DB server resources when performing batch processing with Oracle?
Is there a way I can "force" Oracle to utilize all available allocated CPUs and RAM to the maximum?
Here is a concrete case: on a Linux x86_64 server with 64 CPus and 96 Gb Memory, an AWR report taken on a 6-hour window (8 pm to 2am) showed that only 20 min of DB CPU and a dozen Gb of memory were used.
