Patch 9535311 : TXK : Rel 11i : FNDLIBR Worker job fails with : "Responsibility System Administrat

Hi there

We are in the process of applying Tech Stack Patch #9535311, but one of the
Workers has failed with :

    FNDLIBR FND FNDCPBWV &ui_apps SYSADMIN 'System Administrator' SYSADMIN

   Please enter a valid responsibility.  The responsibility System
   Administrator does not exist or is not active.  Check that the correct
   application short name is specified for your responsibility.
   (ROUTINE=AFPSSC)

As far as we know this Responsibility is active, so we don't know why the above
error is appearing,
