want to know if somebodies have experience with split-brain in datagaurd

if we have this setup active dataguard whit fast start faileover enable. the primary database in in site a standby in site b and observer in site c. If we loose the connection between site a and site b  and between site b and observer  but the primary database in site a is alive in this situation the failover will put the standby in primary role and we have to primary database oepne read write. how to prevent that to append
