Delegating Journal Batch Approvals

I have a rule set where Journal batch approval are being delegate from one manager to another.  But when these batches are forwarded to the person delegated to approve, it will either not let them approve it or after they approve it, it's forwarded to another manager.  There is Journal Authoirzation Limits set for each of these managers.  So why is these journal batch approval not going to the right people?
