Data Guard Logical Standby Apply

I would like to know why it takes so long for the SQL Apply process to 'recover' from a stop?

The apply process has failed several times and I have had to skip some transactions. However, once I restart logical apply. It takes 12 to 14 hours for the Log Miner process to start applying transactions. This has put the logical standby database 4 days behind.

How can I tune or accelerate the process so the apply process can start quicker?
