Model Migration Error

Hi,

I'm working on migrating some non-BOM models from one test instance to another.   I'm receiving the following error and am not sure what it means.

Publication with a status PRC/PUP/ERR may not be published

I've verfiied that logic is up to date and UI is refreshed.   The model is working correctly.   I was able to successfully migrate other models but this one is giving me trouble.
