Uploading data to General Ledger

The business community has asked the following question: Can MS Access be used to upload data to General Ledger Oracle Applications database? Is there any white papers about migrating data from any third party vendor providing software that can upload data from different databases/formats into Oracle Applications Database (GL)?

We currently use excel templates and WEBADI as recommended.
