Unable to delete tasks from task templates and Task depends table

I am getting an error "unable to delete master when details are present" when trying to delete a task from task template.  This task had "Dependencies" on another task in the template, but I deleted that dependency.  However when I run a query on the JTF_TASK_DEPENDS table, I can still see the dependency there. 

Is there some concurrent process that has to run to remove this dependency from the db table ?  If so, who can run the process ?  Does it have to be a sys admin ?
