New Web service to send the Siebel product promotion discount information to external system.

Hi Good morning,

I have a scenarion to develop a new web service. External system makes a real time call to validate the Product Promotion in Siebel. External system sends the Promotion Id, Customer Information and Product Information. In siebel we need to validate the below conditions and sends back the Discount information if the Product Promotion is valid otherwise we send back the Invalid promotion. Here coupon is Product Promotion in Siebel. I am very new to web services. Could you please provide me some help to design the new web service.

The following the conditions to validate the Coupon/Product promotion in Siebel.
