Cannot change the ship-to-address at line level in a Sourcing RFQ

Unable to change the ship-to address at rfq line level when there is a requisition in the RFQ line. 

We have a iProcurement requisition ( with the Deliver -To at line level, mandatory data)
From autocreate function, create a RFQ from requisition, the requisition information is in RFQ line (deviler to = Ship to address) I cannot update the address.

Change request in the requisition, change the deliver- to at line level requisition.

The RFQ preparer receives a notification with the changes in the requisition. The preparer RFQ can not change the ship to address.

However if in the autocreate, create a PO, the buyer can change the deliver -to at line, schedule or distribution level.
