Euro as Functional Currency

Hello,

We have a customer that is currently on 11i (11.5.10.2).
They are planning to upgrade to R12 and it is now expected that euro will replace currency of Latvia in 2014.

Now is the question:
1. Do you have any patch for that on R11i and on R12? (as far as I have heard Oracle does not have patches for R12 yet)
2. Is it better to plan converting to EUR as a functional Currency in R11i and then move customer to R12?
